Legislating equality: A review of laws affecting gay, lesbian, bisexual and transgender people in the United States

While nationwide and statewide pro-LGBT legislation is hard to come by, citywide and countywide efforts have yielded more positive results. For example:

  • As of 2000, only 11 states and the District of Columbia had adopted legislation prohibiting sexual orientation discrimination in private employment.
  • Yet more than 100 cities and 18 counties had adopted such legislation.

The dramatic gains of the lesbian, gay, bisexual and transgender community at the local level help drive the efforts to secure broader protections through state and federal legislation.
